Government Spending Review Commitment to Local Authority Funding and Air Quality Improvements

The Stove Industry Association (SIA) welcomes the announcement in the UK Government Spending Review, which confirms £3.4 billion in core grant funding to local authorities by 2028-29. The real-terms annual increase of 3.1% and the inclusion of funding streams specifically allocated for air quality improvements is a positive step in supporting healthier, more sustainable communities. Commenting on the Review Andy Hill, Chair of the SIA, said: “As a key stakeholder in the drive to improve air quality, the SIA is encouraged by the Government’s recognition of the need for continued investment in this area. We hope to see this funding used positively and proactively at the local level, supporting a range of practical initiatives that deliver measurable environmental and public health benefits. “In particular, we urge local authorities to consider targeted appliance replacement schemes that enable households to upgrade to modern Ecodesign-compliant stoves, which produce up to 90% fewer emissions than open fires and older appliances. Additionally, we believe that a portion of the funding should be dedicated to the rational and fair enforcement of Smoke Control Area (SCA) legislation—an essential component of ensuring compliance while supporting consumer choice and responsible stove use. “We also advocate for the endorsement and promotion of mandatory chimney sweeping as a cost-effective and practical measure that can further reduce emissions and improve appliance efficiency.” The SIA remains committed to working collaboratively with local authorities, policymakers, and stakeholders to ensure that air quality funding delivers tangible outcomes while supporting consumers in making sustainable home heating choices. Stove fitter threatens legal action after council’s ‘Cosy Killer’ campaign

Andy Genovese vows to fight on as Brighton and Hove City Council denies its anti-stove advertising (‘Cosy Killer’) campaign is inappropriate A council has denied it has been warned about its anti-stove advertising. Brighton and Hove City Council was issued an ‘Advice Notice’ by the Advertising Standards Agency (ASA) after its recent campaign that claimed stoves were a ‘Cosy Killer’. The emotive advertising has led to a number of complaints, amid reports that owners of stoves in the city were being verbally abused due to the messaging that stoves were killing people. One of the key claims in the campaign by the council was that particulate pollution was behind the deaths of ‘one in 20 people over the age of 30’. The claim was overlaid on an image with the title ‘Cosy Killer’, a smoky stove and no distinction was made between all air pollution and Ecodesign stoves. Brighton stove installer Andy Genovese, owner of Hove Wood Burners, decided to fight back against the misleading scaremongering. He reported the council to the ASA and was pleased when it agreed to take action. But despite the intervention by the ASA, the council denied it had been ‘warned’ by the regulator and said it would continue its anti-burning advertising with the ‘Cosy Killer’ campaign. “We did not receive an official warning from the ASA. We received an advice notice simply saying we should include references to our primary sources of data,” Councillor Tim Rowkins, Cabinet member for Net Zero and Environmental Services at Brighton & Hove City Council, told Fireplace Specialist magazine. He added: “All the statements included in this campaign at the time of its launch were substantiated with the latest available DEFRA or Public Health England references, based on research which was already in the public domain, and which have now been added to our website. “You would expect local authorities to base their public health messaging on the latest reliable and verifiable sources, and that is exactly what has happened in this instance. When newer data was published, our campaign was adjusted to reflect it. “Wood burning stoves and open fires are a risk to public health, particularly in cities, and we make no apologies for highlighting this very real health risk to residents. “We have a duty as a local authority to make people aware of this and will continue to do so.” Department for Health statistics for 2023 show 5% of deaths of people over 30 in the Brighton and Hove region are attributable to particulate air pollution – down from 8% in 2018. The statistic, cited by the council, is for all air pollution, not specifically stove emissions. There has been a 72% reduction in particulate emissions in the past 35 years. Domestic combustion is responsible for about 20% of PM2.5 particulate pollution. Indoor wood burning is estimated to contribute 11% of the total. Mr Genovese said it was disappointing and frustrating that the council seemed determined to ignore the evidence and advice and had suggested it would carry on with anti-stove campaigning regardless. He said he would continue to highlight misleading facts in their anti-stove advertising and said he hadn’t ruled out legal action if authorities such as the ASA or the Local Government Ombudsman did not take stronger action of their own. “I’m not going to stop pushing against this,” he confirmed to Fireplace Specialist. “This is my livelihood. “It’s absurd that the council will use a very blunt stick to harm our industry when all they needed to do was engage in a sensible conversation with us. “I would have thought they would engage in a harm reduction programme first of all, for instance a grant for people to convert open fires into Ecodesign stoves.” Mr Genovese said he was further shocked to find the £4,155 budget for the campaign came from an £11,710 DEFRA smoke control grant when the government itself had recently backed the continued installation of Ecodesign stoves in new homes. He added: “The ASA said the council campaign fell foul of their denigration rules as it was doing harm to a whole industry. “They said the complaint raised a valid point but they had decided to resolve it by providing them guidance to ensure their advertising complied with the code. “But it sounds to me that they’re going to carry on regardless.” The SIA said it was pleased to see its members being supported by intervention from the ASA. A spokesperson said: “The action taken by the ASA in issuing an advice notice to the Council underscores the importance of evidence-based public messaging. “Recent evidence from the NAEI shows that there has been a 17% reduction in PM2.5 and PM10 emissions from domestic combustion in the last 3 reporting years (2021 to 2023). There is growing recognition, both by government and in the media, that this is down to the adoption of modern stoves to replace open fires and older stove models, and increased consumer awareness on how to use and maintain their stoves and chimneys correctly. “The SIA is keen to work with local authorities to support positive public awareness campaigns that seek to further enhance consumer best practice knowledge in this area and we are confident that this will lead to a further reduction in emissions, while ensuring that consumers can continue to choose how best to heat their home.”

It really comes into its own during the colder months, and I can’t wait to use it for jacket potatoes and chestnuts over Christmas.” The Woodland Large Oven is priced from £2,737, or £2,865.76 for the logstore version.
SIA Highlight Key Developments Supporting Modern Wood Burning Stoves

The conversation around home heating and air quality is evolving and recent developments from governments, regulators, and environmental commentators confirm that modern wood burning stoves continue to have a place in the UK’s sustainable future. At the Stove Industry Association (SIA), we welcome these measured, science-based decisions that recognise the vital role our sector can play in reducing emissions while supporting energy resilience and cost-effective heating. Here’s a look at the most significant recent developments: 1. Reversal of the Scottish New Build Heat Standard Stove Ban In a major win for common sense and consumer choice, the Scottish Government has reversed its initial decision to exclude wood burning stoves from the New Build Heat Standard. This policy originally proposed a blanket ban on “direct emission heating systems” such as stoves and biomass boilers in all new homes. Following widespread consultation—including strong representation from rural communities, off-grid households, the chimney sweep sector and the SIA—the Scottish Government has confirmed that stoves will be allowed in new builds plus acknowledgement was given to the very low carbon benefits of wood burning for domestic heating. This is a welcome recognition of the role stoves can play in energy security and grid independence, particularly in remote areas. 2. Future Homes Standard to Permit Stoves in New Builds in England The Ministry of Housing, Communities and Local Government (MHCLG) has also provided much-needed clarity on the Future Homes Standard. In a recent letter to the SIA, the MHCLG confirmed that modern, low-emission wood burning stoves will be permitted in new build homes under the new standard. This affirms the UK Government’s position that modern stoves are compatible with the broader goals of reducing emissions and improving indoor and outdoor air quality. 3. Advertising Standards Authority Issues Guidance to Brighton & Hove City Council following its “Cosy Killer” Campaign The Advertising Standards Authority (ASA) recently issued guidance to Brighton & Hove City Council following complaints about its controversial “cosy killer” campaign, which labelled wood burning stoves as harmful and urged residents to stop using them entirely. A complaint to the ASA filed by SIA Retail Group member, Andy Genovese of Hove Woodburners, queried whether claims about the health impacts of stoves made by the council in the adverts could be substantiate. The ASA agreed and issued advice to the council about making misleading and unsubstantiated claims about the health impacts of modern stoves. This action by the ASA underscores the importance of evidence-based public messaging. It also reinforces the distinction between high-emitting open fires and modern stoves that comply with stringent emissions standards. Andy Genovese of Hove Woodburners has documented the steps that he took and the things that he has learnt in the process of voicing his concerns about his council’s actions and, with his permission, we are pleased to share a link to his insights here. 4. Recognition in the Guardian of the Role of Modern Wood Burning Stoves in Reducing Emissions Even long-time air quality advocate Dr. Gary Fuller, writing in The Guardian, acknowledged recently that replacing open fires with modern stoves “should lead to decreases in particle pollution.” This is a critical point: SIA data shows that open fires can produce up to 10 times more particulate matter than an Ecodesign-compliant stove. With the continued rollout of the latest stove technologies, emissions from domestic combustion are already falling—a trend that will only accelerate as more households switch from open fires and outdated appliances to modern, low-emission stoves. A Balanced, Responsible Approach These developments are encouraging. They show that when policymakers, regulators, and campaigners engage with the latest science and data, there’s room for sensible, targeted policies that balance environmental goals with practical home heating needs. At the Stove Industry Association, we remain committed to promoting responsible stove use, encouraging the switch away from open fires and old appliances, and ensuring that consumers have access to efficient, and sustainable heating options and the resources to help them to understand how to use them most effectively. Fondis inserts: The perfect stove solution for customers who want an open fire

For many people an important feature of their dream home is a big open fire, but that’s not something that fits with modern houses. The answer to this problem is Fondis inserts, a wide screen insert stove with a counter-balanced guillotine door. This gives you all the efficiency, controllability and safety of a stove but, at the lift of a fingertip, the door slides up and away and you’re left with a big roaring fire. Fondis have been designing and manufacturing stoves like this for years and their Stella and Ulys models have a number of big advantages over the competition. The problem with stoves with big windows is that they need a lot of airwash to keep them clean, so you end up with a stove that can’t be turned down. Fondis have solved this by keeping their windows clear using viseoceram glass. An invisible metallic coating on the glass means that the window heats up the moment the stove is lit, preventing any particulates condensing on the window. Any dust that does land on the glass is burnt off the moment the fire is turned up. The result is a stove that can be turned right down, and will burn gently for hours on just a few logs, all the while keeping its window sparkling clean. While other makes stress that the door should only be raised for re-loading, and some even have the door weighted to self-close, Fondis make it clear that their inserts can be used with the door up. This is a winning feature for those customers who really want an open fire. Fires like this aren’t limited to just rural areas either as Fondis’s best selling model, the Stella 111, is DEFRA Exempt. So cleanly do Fondis stoves burn that even on its lowest setting the Stella breezed through the DEFRA test without any air control adjustment being needed. Despite their beautiful designs and high build quality, Fondis stoves are still very reasonably priced compared to their competition, putting them within reach of a much larger customer base. This affordability is further enhanced by the fact that most models are designed to go on 200mm flues, in sharp contrast to the 300mm and 350mm flues required on many continental fires of this type. So there you have it, a range of efficient, clean burning and controllable wide screen insert stoves that don’t cost the earth. Every showroom needs to offer that top end alternative to black box stoves and cassette inserts and the Fondis range perfectly fills that role. World of Fireplaces 2025 trade fair inspired the experts in Leipzig

The second edition of the international trade fair for fireplaces in Leipzig brought together over 340 exhibitors and more than 8,600 visitors from all over the world – and impressively confirmed that the World of Fireplaces has established itself as a central industry platform and driving force for dialogue and innovation in all aspects of tomorrow’s heating solutions. The World of Fireplaces 2025 (WOF) has come to an end with great popularity and positive feedback. From 28 to 30 April, 20,000 square metres of Hall 5 at the Leipzig Exhibition Centre were transformed into the international centre of the fireplaces industry – “the fireplace to be” – with exhibitors and trade visitors from numerous countries, leading industry representatives, a top-class supporting programme and strong political interest. The second edition of the still young trade fair not only seamlessly built on the great success of the premiere in 2023, but also surpassed it in almost all areas – be it in terms of the number of exhibitors, visitor attendance or media interest. Michael Rambach, Managing Director and shareholder of the organising trade fair company trendfairs, draws an extremely positive conclusion: “What we have experienced here at WOF 2025 in Leipzig is a strong sign for trendfairs. The great success of the première was not only confirmed, but even increased. The enormous response makes me proud and shows that the World of Fireplaces has finally established itself as a permanent meeting point and source of inspiration for the industry – as a place where innovation, dialogue and visions for the future come to life.” This year’s World of Fireplaces attracted 340 exhibitors, an increase of 41 per cent compared to 2023. The response from trade visitors was also exceptionally high: over 8,600 trade fair visitors from 61 countries were counted at the entrances, with the first two days of the event standing out as particular crowd-pullers. In addition, around 1,200 exhibitor representatives, who were on site every day, ensured a lively trade fair. Around 63 per cent of visitors came from Germany, in particular from the economically strong state of Bavaria with a particularly large number of trade visitors. Saxony followed in second place, which impressively emphasises Leipzig’s importance as an attractive and strategically important trade fair location. Baden-Württemberg and North Rhine-Westphalia were also well represented. But the World of Fireplaces also lived up to its name in terms of internationality: trade visitors from the Netherlands, Austria, Poland, Great Britain, the Czech Republic, Belgium, Sweden, Switzerland and Italy were particularly numerous. There were also experts from Denmark, Norway, Slovakia, France and Spain. Guests even travelled to Leipzig from overseas: China in particular should be mentioned here, followed by Australia and the USA as well as other African, Asian and South American countries. The trade fair once again attracted numerous decision-makers and industry experts: Owners, managing directors and sales managers together made up the largest group of visitors. They were joined by specialists from assembly and customer service, purchasing, marketing, product management and development as well as designers and independent sales representatives – a mix that made the trade fair a high-calibre meeting place for the industry. The exhibitors – with a focus on pellet, tiled and storage stoves, electric fireplaces, decorative fireplaces, cookers and grills, flue gas systems, control technology, fuels, building materials and software solutions for smart homes – were also enthusiastic. In particular, the diversity of the sectors represented ensured a positive response. The most important target groups – fireplace and stove manufacturers and specialist studios – were represented by a clear majority of 55 per cent. The breadth of the industry was also reflected: compared to 2023, almost twice as many tiled stove and ventilation builders attended, accounting for 14 per cent of visitors. Chimney sweeps, flue gas technicians, HVAC tradespeople, architects and energy consultants also made intensive use of the trade fair to exchange information and network. Decision-makers from construction and electrical store chains rounded off the visitor spectrum, a clear indicator of the growing relevance of the sector in the construction and energy industry. Fireplace HUB: Forum for forward-looking topics The Fireplace HUB was the meeting point for knowledge transfer over the three days of the trade fair. Presentations and interactive discussions focussed on the topics of emissions reduction, energy, particulate matter, trade, hybrid heat and security of supply. Personal encounters and direct interaction between players from business, politics and associations and trade visitors took centre stage. Major industry associations contributed to the success of the Fireplace HUB. This joint kick-off event is crucial for generating momentum in the political arena. The participating associations include the German Firewood Association, the German Biomass Research Centre (DBFZ), the Agency for Renewable Resources (FNR), the European Fireplaces Association (EFA), the German Stove Builders’ Association (GVOB), the German Association for House, Heating and Kitchen Technology (HKI), the Wood Heat Initiative, the German Chimney Sweep Association (ZIV) and the Straubing Technology and Promotion Centre (TFZ). Innovative heating solutions at the “Hybrid heat” special show Topics relating to the energy transition are currently causing a lot of movement in the industry, which is reflected in new technical developments and innovations. WOF took this development into account with the special show “Hybrid Heat” as an important highlight of the trade fair. Visitors were given an overview of the range of innovative heating systems that combine conventional and renewable heating technologies to efficiently supply domestic heating and hot water. From wood-burning stoves with modern heat exchange technology to combinations with solar and photovoltaic systems: the variety of solutions was impressive. Conclusion and outlook With its mix of new products, technological innovations and socially relevant topics such as the energy transition, security of supply and emissions reduction, the World of Fireplaces 2025 has impressively proven itself as an indispensable industry meeting place. What began two years ago as an ambitious event has now developed into one of the most dynamic platforms for heating technologies in Europe. The next World of Fireplaces is already being planned
